E-Coffee - Institutional change and European democracy: reflections on the outcome of the Conference on the Future of Europe

The Conference on the Future of Europe concluded its work on 9 May 2022 and put forward fourty-nine Plenary proposals. These include calls to “strengthen European democracy”, inter alia by allowing for voting for Union-wide lists (or ‘transnational lists’) for European elections, and by electing the President of the European Commission either directly by citizens or through the “lead candidate” (Spitzenkandidat) system, tied to the results of the election of the European Parliament.
This seminar will be an occasion to take a step back to reflect on such calls for institutional change – and perhaps Treaty change – and what they would mean for our understanding of EU integration.
